As a subcontractor to Watershed Concepts, Fugro EarthData has provided lidar services in support of the North Carolina Floodplain Mapping Program since 2001. Under phase-I, EarthData acquired over 14,000 sq mi of lidar data, generating DEMs for flood hazard analyses and developing 3D breaklines for hydrologic features. From this data, Watershed Concepts produced up-to-date digital flood insurance rate maps (DFIRMs). With a 100 percent first-time-right delivery rate, Fugro EarthData was selected to serve as the sole-provider of phase-II and –III lidar mapping services, supplying approximately 17,000 sq mi of lidar data in 2004 and an additional 7,000 sq mi in 2005 to complete the entire state. In phase-III, Fugro EarthData also acquired ADS40 digital imagery at a 1'-pixel resolution over seventeen counties, from which a black-and-white 2' product is was created to update the base map orthophotography used in the DFIRMs.
